I think it's got to be a mix of both. You can't spend money you don't have and also you shouldn't give people money who are just going to turn around and blow it. But also if we are taking care of each other like we should, there would be no need for welfare and food stamps and universal healthcare.

If it's a constant back and forth, no. If it's a steady evolution, yes. You're surroundings and atmosphere will always be changing, some times you have to change with it. However, some things should never change.
